I paid him the required amount, account was level 2 NOT level 30

We agreed to a price on skype, he told me the account was level 30. I paid the amount agreed on through paypal and he gave me the account info. I log into the account and it's level 2. He immediately signs off skype(blocks me) and hasn't been back on since.
