What is the dispute about? Sold him a eve online account i went first due to him having feedback and so and now he is avoiding me more then 24 hours passed he has the char on his account and i saw no payment

Provide information about the dispute and what lead to it: He has more then 24 hours now since he says he will send the money and he hasn't.
Other details / notes: The transfer char from an account to another takes 10 hours i was expecting the money after then 10 hours as you can see in the conversation he says he will be home at some point and he is not reacheable after 7 hours. I can give info via api keys of accounts that then char was trasnfered.
