What is the dispute about? Money. After the payment was cleared on paypal, he stopped picking my calls on Skype - he just started ignoring me.

Provide information about the dispute and what lead to it: We originally agreed on a 200 dollar exchange for an league of legend account. After the payment, he left and stop responding to my calls and messages.

That is the SKype username he posted here

but it appears that he's using a different Paypal email (artemis82593) than the one he used for Verification. The name on the Paypal account also isn't Ryan or Jeff Mat.... as displayed on his Skype. Did you ask why the Paypal name was different?

His IPs are also consistent so it does not appear to be a hacked account.

All proof has been provided Ryanh9 has been email notified now. Ban in 48 hrs if this is not resolved.

I don't know the reasons behind him using a different email address to verify this PayPal account, but perhaps he has an intention to scam me from the start. This guy is sketchy as hell. I tried to brief him on the matter, but he kept conjuring up excuses in regard to the exchange or ignoring my message all together.
