Can you actually get arrested due to World of Warcraft Buying/Trading/Selling?
And what about these people that recall accounts without giving anything like a refund back in return. Is that fine-able or anything?

no, not unless you are a scammer, and then it depends on the state you live in, some states will prosecute, others wont bother.
