Forgive my naive question, but are twinks still in demand at the higher-levels?

You can't BG at 60 or 70 if you want to avoid XP, unless you turn XP off in which case you queue with other twinks. And there aren't enough to get a game.

So you're stuck with arena, which doesn't exist at 60 and is slow at 70 in most battlegroups.

Am I missing something?
