Need Internet/Routing Help

I'm fairly experienced with routing and internet stuff but I just can't seem to find a solution to this problem.

My girlfriends family uses Primus (Honestly, not a very good provider, but it should not be this slow) At times, her computers won't even connect. Sites will barely load, and it gives out.

That's the result I get when I run a Speed Test.

I'm going to replace her Routers/Hubs -- but I don't think that's the issue. I think it's going to end up being with her ISP.

Any further suggestions?

Edit: After searching for awhile I've found that Primus is known for their crappy internet service and internet drops...

What kind of connection is it? DSL, modem?

Do they have their own network or do they use some bigger company network?

I have the same issue with WOW internet and Cable here in Michigan. I have used speedtest a couple times and the speeds just don't seem like they are where they should be. I also had the issue with comcast before we switched. Doesn't seem to help if I use the router or plug right in to the modem, so I don't think it's on my end.

It is DSL.

Straight from the wall to a router then a hub.

D.S.L tend to slow down a lots when there is a lots of traffics at the same time. Would you say the issues arise at a ''prime'' hour?

Yes, it would be around peak hours for sure. I'm going to see about switching ISP's. (Cable for sure)
