if not easiest way is to unplug modem/router for a while like and it will change your ip. like an hour should do trick. When you plug in everything you will be assigned a new ip.
Next is to figure out how the person is getting your ip and not fall for it again so that he ddoses your new ip

if you use skype get a couple socks5 proxies and input one and wait a good few hours then use another wait a few good hours then check a resolver against your own skype to make sure all the ips are the socks you used and then when that is completed enable the only allow direct connections with contacts. skype in my opinion is the most common ways people get your ip. after this you can also invest in a vpn, they are as cheap as 5 dollars a month. hopefully this helps.
