Reported problem: Seller Locked access to account by changing email and password through steam recovery, i no longer have any access to the account that i purchased i can show proof that the email was changed from the uk when i live in australia
Outcome of dispute: Seller stole account back 2 days after sale (confirmed). Seller confirmed and said it was the OO, but that he would give the buyer another account.
Seller never replied again. Banned.
