whenever i am playing a game, i get spikes every couple minutes. is this a router problem or a laptop problem?

What kind of lag? Do other things on the internet lag, or just the game? Does the screen itself lag, or your computer, or something in game?

check your provider. Some cable companies now have bandwidth limits and once you hit that your connection is slowed down until the next billing cycle.
